On Line Programs

The following programs are available on-line by going to the appropriate (Web Site) link and registering for the first time at the link provided. At the end of some programs, the certificate may be printed out. For others, you may need to submit a registration fee and required information. The certificate will then be mailed within approximately 10 business days. Some of these programs meet the pharmacology requirement for nurse practitioners.

Agroterrorism Awareness-Level Training

Nursing Home Administrators: All programs approved by the Kentucky Board of Nursing are considered pre-approved by the KBLNHA.

Target Audience: Nurses, emergency response, emergency medical (including hospital emergency facilities), Federal, state and local emergency public safety, law enforcement, and related personnel, agencies, and authorities.

Focus: Provides a basic understanding of agroterrorism, including the definition of agroterrorism, vulnerabilities of crops, livestock, and food supplies, appreciation of the risks associated with consolidation of agriculture and food production, the difference between an intentional and unintentional event, measures to plan for and respond to problems in the food supply or agriculture. Describes what to do at home, school, or work to prepare for emergencies, and how prevention and preparedness measures work at local, state, and federal levels.

Content Experts:
Ed Hall, DVM. Dr. Hall is the Assistant Director, Division of Animal Health. Dr. Hall is on the Governor's Exercise Team, part of the Kentucky Office of Homeland Security. He has led several agroterrorism exercises.
Sue Billings, DVM, MSPH. Dr. Billings is the Deputy State Veterinarian Director of Animal Health. Dr. Billings has participated in several agroterrorism exercises.
Ricky Yeargan, BS, Agronomy, Auburn University, MS, Plant Physiology, University of Kentucky.

Objectives:
1. Define agroterrorism.
2. Recognize vulnerabilities of crops, livestock and food supplies.
3. Appreciate the risks associated with consolidation of agriculture and food production.
4. Review the difference between an intentional and unintentional event.
5. Create awareness of measures to plan for and respond to problems of agroterrorism.
6. Describe pests and pathogens that could be used by terrorists to cause plant health disorders.
7. Name and describe animal diseases that could be used in agroterrorism attacks. Understand what to do at home, school or work to prepare for emergencies.
8. Review how prevention and preparedness measures work at local, state and federal levels.

Focus: This program is an introduction to what terrorism is (and is not), providing historical perspective of terrorism, giving examples of Weapons of Mass Destruction (WMD), describing types of harm and protective measures, and considerations when preparing for a terrorist attack.

Content Experts:
Glyn Caldwell, M.D. Dr. Caldwell was previously the state epidemiologist. Dr. Caldwell is currently teaching, "Public Health Response to Terrorism and Disasters" at the University of Kentucky. Dr. Caldwell is involved with the Kentucky State-wide Bioterrorism Committee.
Kathy Adams, RN, BSN from Eastern Kentucky University. Ms. Adams has reviewed numerous terrorism response and preparedness courses developed at the University of Kentucky.

Objectives:
1. Define terrorism and weapons of mass destruction.
2. Review the history and motives for terrorism.
3. List several incidents that have been important to the U.S., including five types of weapons described by the acronym "CBRNE".
4. Describe the basic characteristics of each of the five weapons.
5. Identify the six types of harm that can result from WMD use.
6. Describe common protective measures for dealing with WMD.
7. Review the social, economic and political implications of terrorism.
8. Describe prevention strategies for terrorism, including process for developing a terrorism response plan.

6. Describe the four types of Isolation Precautions appropriate for dealing with various biological agents.
7. Name the six types of harm that can be caused by a terrorist incident.
8. Discuss the need for an Emergency Operations Plan.
9. Outline the notification chain in response to a (potential) Bioterrorism incident.

Objectives:
1. Review the potential terrorist weapons, including the most likely agents in each class.
2. Identify the characteristics that make children more susceptible to the various forms of terrorism.
3. Review the recognition, evaluation and management of pediatric victims in terrorist incidents.
4. Discuss the various agents of terrorism, including the mechanisms of injury or illness, expected signs and symptoms, and evaluation and treatment of victims.
